Resilience Improvement Plan
When transportation systems fail, communities get cut off from emergency services, supply chains, and each other.
To address this issue, COMPASS is developing a Resilience Improvement Plan to strengthen the region’s transportation infrastructure. The plan will help local agencies best prepare to keep people safe and connected by helping to keep essential routes safe and accessible when communities need them most.
What Is a Resilience Improvement Plan?
A Resilience Improvement Plan is a strategic roadmap designed to help communities prepare for and recover from natural hazards and extreme weather events. It focuses on identifying the most vulnerable and critical parts of the transportation system and outlines ways to strengthen them so they can better withstand disruptions and bounce back quickly.
Process
To build the Resilience Improvement Plan, the project team will:
- Analyze Vulnerability – identify which parts of the transportation system are most at risk from hazards such as wildfire, flooding, and landslides.
- Assess Criticality – evaluate the importance of each asset based on criteria such as traffic volumes, freight movement, and access to key destinations.
- Engage Stakeholders – convene a working group of experts from municipalities, emergency response, law enforcement, and resource management to inform and validate (or verify) plan findings.
- Share Findings – use this web page to present data, maps, and strategies.
Results
By March 2026, COMPASS will deliver a prioritized implementation plan that:
- Highlights the most vulnerable and critical transportation assets
- Recommends improvements to enhance resilience and recovery
- Supports planning, design, and maintenance decisions for local agencies and partners
This plan will help communities better plan for disaster to bounce back faster and stay connected when it matters most.
