2025 Education Series: Keeping Utah Moving: Utah’s Road Usage Charge Story, February 3 and 4, 2025

Presented by Daryl Ballantyne, Utah Department of Transportation

The fuel tax was designed to be an “user pay” means of funding the transportation system, but as vehicles become increasingly fuel efficient – or use electric power instead of traditional “fuel” – this system is failing to keep up with funding needs. To help address this challenge, in 2020, Utah became the second state in the nation (after Oregon) to implement a road usage charge program to help offset declining transportation funding. In Utah’s program, drivers of alternative fuel vehicles, such as electric vehicles, have the option to pay a mileage-based road usage charge in lieu of an additional alternative fuel vehicle fee. Utah’s Road Usage Charge Program Manager Daryl Ballantyne will share Utah’s story in two different presentations, below. You are invited to attend either or both!
